There isn't an exact angle to go off of when it it comes to shackle straps, but we try to them to sit in a 'W' shape to allow for the suspension to travel without binding up. Depending on the length of the shackle straps the angle can vary a bit so it's a bit of a guessing game to get it perfect.

The LaSalle Bristol Cable-Actuated RV Waste Valve # 34466N4AB36GM will come with gaskets in between the valve and spigot/hub fittings, which I do recommend swapping over as well as these are the most easily worn components.
